RFP/RFQ para Programas en Curso

Los programas de Reparación de Sistemas Básicos, Ayuda para Impermeabilización Ambiental y Adaptación y Modificaciones expiden RFPs/RFQs anualmente, generalmente en abril y mayo.

Si usted está interesado en ser contratista para cualquiera de estos programas de preservación de viviendas, favor de revisar los requisitos mínimos siguientes.

  • Tres años haciendo negocios bajo su actual nombre corporativo
  • Tres años de experiencia en el oficio para el cual está solicitando
  • $1,000,000 de seguro de responsabilidad general
  • $1,000,000 de seguro de responsabilidad automotriz
  • Limites reglamentarios de seguro de compensación por desempleo
  • Inscripción al día como contratista de mejoras residenciales de PA
  • Certificados al día de negocio de removido de plomo seguro y restaurador calificado
  • Licencia al día de oficio de Filadelfia
  • Licencia al día de autorización para transar negocios o actividad comercial de Filadelfia
  • No estar moroso con la ciudad de Filadelfia por impuestos de bienes raíces, cargos por suministro de agua o alcantarillado, impuestos de negocios o  patronales.

Además, los contratistas en el programa de Ayuda para Impermeabilización Ambiental deberán cumplir los requisitos estatales de entrenamiento los cuales se pueden encontrar en www.pct.edu/business/nssc/schedule.

¿Cómo me convierto en un contratista minoritario, femenino, o dueño incapacitado certificado?
A pesar de que la Oficina de Oportunidad Económica (OEO por sus siglas en inglés) ya no hace certificaciones, hay una lista de agencias certificantes reconocidas por la ciudad de Filadelfia publicada en su página de internet www.oeo.phila.gov.  Luego de certificarse con cualquiera de las organizaciones listadas, los contratistas tienen que enviar su certificación a OEO para ser puestos en su registro MBE/WBE/DSBE.

¿Qué beneficio hay en PHDC si soy un contratista minoritario, femenino, o dueño incapacitado certificado?
Todos los contratistas que proveen servicios a través de PHDC están sujetos a ciertos requisitos de subcontratación, compras y contratación de MBE/WBE/DSBE.  Los contratistas principales solo pueden contar negocios cuyos dueños son minorías, féminas, o personas incapacitadas que son certificados y están en el registro de la Oficina de Oportunidad Económica para cumplir esos requisitos.  Esto crea demanda por dichos contratistas certificados

1. RFP for the Adaptive Modifications Program – For Construction

This Request for Proposals (“RFP”) provides interested contractors with the information required to prepare and submit proposals for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need for construction services to be provided to the homes of low income, physically disabled residents of Philadelphia, which will be paid for by grants under the Adaptive Modifications Program (AMP).

2. RFP for the Adaptive Modifications Program – For Durable Medical Equipment

 This Request for Proposals (“RFP”) provides interested contractors with the information required to prepare and submit proposals for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need for durable medical equipment (“DME”) to be provided to the homes of physically disabled residents of Philadelphia which will be paid for by grants under the Adaptive Modifications Program (AMP).

3. RFP for the Adaptive Modifications Program – For Occupational Therapy Consultations

 This Request for Proposals (“RFP”) provides interested contractors with the information required to prepare and submit proposals for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need for occupational therapy consultations (“OTC”) to be provided in the homes of physically disabled residents of Philadelphia, which will be paid for by grants under the Adaptive Modifications Program (“AMP”).

The following applies to all three AMP RFPs:

Recipients of AMP grants will be the customers of the contractors selected to participate in the program. Contracts for reimbursement will be offered for all or part of the period of July 1, 2018 to June 30, 2019.  At the sole discretion of PHDC, the contract may be renewed for an additional one-year period to have continuing services for up to two years in total.

Contractors desiring to participate in AMP are strongly urged to attend the RFP Briefing Session on Wednesday, May 2, 2018 at 9:00 A.M. in the 3rd Floor Auditorium at 1234 Market Street, Philadelphia, PA. Topics covered at the briefing will include:

  • State of the Program and expected funding levels
  • Review of the RFP package, including insurance and indemnification requirements and critical documents for contractors to include in a response
  • Contract preparation steps, including prequalification as a PHDC contractor

Contractors are advised that copies of this Request for Proposals will not be available at the Pre-Proposal Briefing.

Proposal Deadline: by 12:00 pm (Noon) on Friday, May 11, 2018

RFQ (en inglés) para el Programa de Reparación de Sistemas Básicos

This Request for Qualifications (“RFQ”) provides interested contractors with the information required to prepare and submit qualifications for consideration by the Philadelphia Housing Development Corporation (“PHDC”) to satisfy the need for home rehabilitation services to be provided to the homes of low income homeowners in Philadelphia, which will be paid for by grants under the Basic Systems Repair Program (“BSRP”).  Recipients of BSRP grants will be the customers of the contractors selected to participate in the program. Contracts for repair cost reimbursements will be offered for all or part of the period of July 1, 2018 to June 30, 2019.  At the sole discretion of PHDC, the contract may be renewed for an additional one-year period to have continuing services for up to two years in total.  Typical BSRP grant reimbursements for work performed by contractors range from $400 to $15,000 per property.  The BSRP grant limit is $17,500. PHDC will select qualified contractors to perform work under BSRP in the following trades:

  • roofing
  • plumbing
  • electric
  • carpentry
  • general contracting (multiple trades)
  • insulation

PHDC is not soliciting asbestos or heating contractors at this time.

RFQ (en inglés) para el Programa de Impermeabilización Ambiental

Objective
The Philadelphia Housing Development Corporation (PHDC) entered into a contract with the Pennsylvania State Department of Community and Economic Development (DCED) to provide energy saving building shell and furnace retrofits for low-income eligible households in Philadelphia paid for by PHDC’s Weatherization Assistance program (WAP) grants. Recipients of WAP grants will be the customers of the contractors selected to participate in the program. Contracts for repair cost reimbursements will be offered for all or part of the period of July 1, 2018 to June 30, 2019.  At the sole discretion of PHDC, the contract may be renewed for an additional one-year period to have continuing services for up to two years in total.

Subsequent to the selection of contracts to perform services under WAP, the city issued bonds in August 2017 in order to provide $60 million to finance repair and rehabilitation services under PHDCs grant programs.  Because of this large infusion of additional funding, PHDC is in great need of additional contractors in the following trades to perform repair and rehabilitation services to the homes of low income homeowners in Philadelphia paid for by grants under WAP:

  • Roofing
  • Plumbing
  • Electric
  • Heating
  • Carpentry
  • General contracting
  • Asbestos

Note:  all qualified contractors are strongly encouraged to submit responses to this RFQ.  Demand for additional contractors will probably increase over the program year and all contractors deemed qualified by PHDC will be added to an approved contractors list and become eligible to receive a contract anytime during the program year. PHDC is seeking responses to this RFQ from general contractors only interested in providing the needed services. The qualifications of contractors will be determined through a contract review process performed by PHDC.  Contractor’s track record, proposal quality, and availability of work will be important factors in determining the amount of contract dollars awarded to selected contractors. Contractor’s ability to complete work in a timely manner will be a critical factor throughout the contract period.
